What’s changed in MSP:2007?
What is MSP?
Managing Successful Programmes (MSP) is an approach to managing organisational change through the governance and co-ordination of a cohesive set of projects and other change activities.
While organisations may have experience or understanding of managing projects, this is neither necessary nor sufficient for success. Programme management is a different discipline that is captured succinctly within the MSP framework. MSP is gaining ever wider acceptance in both the public and the private sector as best practice for programme management since it effectively bridges the potential management gap between the strategic and policy-setting levels of an organisation and the levels at which tactical operational changes are designed and implemented.
So what’s changed in MSP 2007?
Programme management is still an emergent management discipline when compared with other disciplines such as project management. However, the latest release of MSP has taken a significant step forward in capturing best practice and formalising it. The lessons learnt by public and private sector programmes using previous versions of MSP have been used to enhance the existing MSP framework.
The processes for managing, governing and controlling programmes and the realisation of benefits are all more clearly defined while retaining the flexibility required of a framework that can be used in any organisation or industry sector. MSP now provides an adaptable route-map to achieve transformational change based on newly articulated programme management principles and “Governance Themes”. There is greater emphasis throughout on successful transformational change and its resulting benefits.
Help from Outperform
We have MSP Registered Consultants and PPM Registered Consultants who have been assessed for their experience and expertise at using and implementing the OGC methods. They provide point in time services to support specific programmes and advice and guidance to help embed good programme management in an organisation.
To help organisations adjust to the new and improved MSP guidance from OGC, Outperform are running a series of 1-day training workshops. The workshops are delivered in two parts. Part 1 (morning) provides an overview of MSP and highlights the differences in the 2007 version. Part 2 (afternoon) converts to workshop mode whereby some of the key techniques in MSP are practiced (for example how to define a good vision and blue-print).
PRINCE2:2009 Project Update
The Scoping Document and Product Descriptions for the PRINCE2:2009 were presented by PRINCE2 Lead Author, Andy Murray, at the Project Challenge Expo in London (21st September 2007) and are now available to download.
The PRINCE2:2009 Project started in November 2006 with a six month period of public consultation of more than 170 organisations and individuals culminating in the publication of a Public Consultation Report in June 2007. OGC assembled a Reference Group of users, academics, trainers and consultants to review the feedback and to provide guidance on the objectives for the refresh. The resultant OGC Mandate for Change was issued at the Best Practice Showcase on 27th June 2007.
To meet OGC’s requirements and address the public feedback it is proposed to produce three core guides:
- The PRINCE2 Method – which will provide the principles, process model, key themes, product descriptions, role definitions and assurance checklists;
While the PRINCE2 Method can be used by competent project personnel without the need for further guidance, the PRINCE2 in Practice publications will provide more detail on techniques and will include context based guidance (including using PRINCE2 in imperfect scenarios).
The publications will support the enhanced qualification scheme by aligning content to Bloom’s Taxonomy of Educational Objectives. The core guides will be supported by complementary publications and on-line content such as study guides, case studies, templates and checklists. The refresh will necessitate the withdrawal or update of existing PRINCE2 titles published by TSO.
To ensure the method meets its diverse set of requirements the PRINCE2 Refresh will include a number of quality checks: Design Reviews, Pilots, Proof of Concept, Demonstration, Document Quality Reviews and Surveys.
There will be phased releases. The first release by early 2009 will include the three core guides, the study guides and templates. The aim of this release is to facilitate a swift and co-ordinated transition for revised training, qualification and assessment products. The second release by mid 2009 will include updates to existing complementary publications and the provision of further on-line content in the form of case studies.
The Guide to the PRINCE2 Maturity Model
PRINCE2 is cited as the most widely used project management method worldwide. But, while the PRINCE2 manual describes how to manage a single project it does not include any guidance on how to embed PRINCE2 into an organisation.
Such guidance is now available: The Guide to the PRINCE2 Maturity Model (P2MM) describes the organisational processes and practices required for the effective implementation of PRINCE2 as an organisational standard. P2MM includes guidance on assigning ownership, tailoring the method, training, integrating PRINCE2 with other management systems and establishing quality assurance mechanisms to gain a continuous improvement capability.
By reading The Guide to the PRINCE2 Maturity Model (P2MM) you will discover how organisations can gain full value from the PRINCE2 Method. It contains practical advice on using the OGC's PRINCE2 Maturity Model (P2MM) and shows how P2MM can be used:
- The help implement PRINCE2 (first time users)
- To re-invigorate/enhance existing PRINCE2 implementations
- To help organisations improve their project performance by going beyond training and templates (i.e. overcoming the issue of PRINCE in Name Only - PINO)
- As a benchmark to assess organisational capability, plan improvements and to measure the success of such improvements
- As a means for external recognition of organisational (rather than individual) PRINCE2 capability via APM Group accreditation assessments
We are all aware of the vital role that good project management plays in the effective and efficient delivery of goods and services. While PRINCE2 gives us a proven, world leading methodology, it does not tell organisations how good they are at project management. The PRINCE2 maturity model fills this gap, providing a way of testing how well the method is applied and where improvement may be beneficial. It is a significant step forward in building project management skills and ensuring greater success in delivering products and services."

- Head of Projects (or equivalent)
- Project/Programme Office Manager (or equivalent)
- Project Manager (of a PRINCE2 implementation project)
- Quality Manager
- Internal Auditor
- Consultant (internal and external).

PMO 2007 - Survey Results
Thank you to all those organisations who participated in the research on PMOs. The research centred on the key theme of “What should a PMO do for its organisation?”
The research uncovered some interesting results – not all of which is specific to the PMO but to why organisations are increasingly embedding project and programme best practices as a key enabler for their strategic goals.
