Outperform Director and PRINCE2 2009 lead author, Andy Murray, has been included in the APM’s list of most influential people on project management. Cited as the ‘method man’ the article in Project Magazine profiles Andy’s work leading the authoring team for the PRINCE2 2009 refresh and in helping organisations embed PRINCE2.
Other top influencers were Chris Cattaway for his work in developing PPM competence in the Non-Governmental Organisations (NGO) sector and Lindsay Scott for her work in creating PPM social networks, mostly around her blog, How to Manage a Camel.
Aspire Europe Ltd and Outperform UK Ltd have announced their agreement to collaborate on product and business development. The two organisations have been working closely over the last 18 months on solutions that benefit clients from both companies. The agreement covers
- joint development of training and consultancy products (for example, we have already jointly developed a range of benchmarking services using OGC's Project, Programme and Portfolio Management Maturity Model(P3M3) and between us hold the largest database of results)
- joint delivery of services to clients (for example, we worked closely together on assisting the London Councils in deploying their Programme Management Approach (PMA).

The National Audit Office (NAO) audits central government accounts and reports to Parliament on the value for money achieved by government projects and programmes.
On 26th February the NAO published its fourth report on the preparations for the 2012 Olympic and Paralympic Games in London. The Games has a budget of £9.3bn and with much of the construction work nearing completion, one area of focus on the report was the co-ordination of the numerous organisations involved in staging the games. Outperform and Aspire assisted with this assessment and provided analysis of the programme management integration.
The report was presented to the UK parliament on 8th March and key figures from the organisations involved in staging the Games were asked to account for themselves in front of the Public Accounts Committee. Outperform director, Andy Murray, and Aspire Director, Rod Sowden, attended the hearing. The full report can be found on the NAO website.

Capital Ambition’s “Excellence in Programme and Project Management (EPPM” initiative is improving the quality, consistency and coherence of programme management inlocal authorities across London.
EPPM is founded on the principle of collaborative working having already successfully delivered:
- The London Programme Management Approach (a guide developed by the London Councils for the London Councils)
- A common programmes database
- Common programmes working groups
- Pan-London learning and development
Outperform in conjunction with other OGC authors has been working with the EPPM team on the learning and development aspect of their programme with a core focus on embedding the London Programme Management Approach into the participating councils. This has included awareness training, running a Super User training programme, SRO training, facilitating programme workshops and producing a video briefing.

Earlier in the year OGC appointed Craig Kilford and Stephen Jenner to be the authors of the revised Portfolio Management Guide, due out later this year.
By the time it is published it will be more than 2 years on from the original guide that was released as a ‘public consultation draft’ as a free download from theOGC website.
A lot has happened in the portfolio management world in those two years. That was very evident at the 2nd annual portfolio management conference that was held atthe Business Design Centre in London on 31st March and chaired by Craig.
- There were more than double the number of speakers, exhibitors and attendees.
- Portfolio Management best practice has moved from ‘best theory’ to ‘best attempts’ as the number of organisations that have established a portfolio office and some rudimentary portfolio management capability has grown exponentially – people were talking about what they have done rather than what they want to do!
- A recognition that with the economic and fiscal challenges that lay ahead the emphasis of doing the right projects (rather than just doing projects right) will separate those organisations that do well and those that will struggle with the need to do more with less
Outperform and Aspire exhibited at the conference and participated in the ‘ask the author’ session. Throughout the day werebeing asked the same two questions – what training is available and how do we get a grip on our current portfolio?
The good news is that we have just announced a public version of our 1-day Portfolio Management Workshop (see below) and we have an ‘investment decision support service’ (also known as our project culling services) that maps out an existing portfolio of projects using a balance scorecard type approach to enable an understanding of the value of each project in relation to the full set and the organisation’s strategic objectives.

We have been delivering a number of SRO training workshops over the last 18 months in response to specific client requests, so we have taken the decision to create a universal workshop that can be delivered as a public event or as the basis of an on-site client specific event. The public workshop is a 1-day event, but the on-site workshop can be delivered in a number of formats. The most popular is the 2 x ½ day workshop typically delivered 2-3 apart and includes some preparatory work in between. The next public SRO Executive Development workshop is on 9th June in London.
The purpose of the SRO Executive Development workshop is to enable senior executives to be able to fulfil their role as a Senior Responsible Owner (SRO) on a project or programme
By the end of the workshop SROs will
- Understand Project/Programme Management in a change context
- Be able to describe the high level framework of OGC best practice guidance (MSP® and PRINCE2)
- Be able to relate programme and project governance to the Executive role
- Explore the transformational journey
- Investigate use of tools for effective control
- Understand why transformational changes succeed or fail
- Experience a “day in the life of a sponsor” and in particular be able to explain their responsibilities as an SRO, what is expected of them and what to expect of others.
On completing the workshop the attendees have the option to apply for the ‘Project and Programme Leadership’ qualification (for additional fees).

Outperform bring experience of establishing portfolio offices in a number of large organisations (travel, investment banking, academia, utilities, energy) and our ever popular project culling service. ChangeDirector bring expertise in evaluating portfolios and automating portfolio management through their excellent ChangeDirector application – widely recognised as one of the leading portfolio management tools available today. The next public Portfolio Management training workshop is on 25th May in London. It will be co-delivered by Outperform’s Mike Ward,and ChangeDirector’s Andrew Hudson.
The purpose of this workshop is to review some new ideas and methods which can be used in order to establish a portfolio office and then review and manage the organisation’s portfolio of projects.
Techniques such as ordered-ranking of projects do not always produce the right answer for the sponsor (especially when their pet project ends up “below the line”); therefore a more objective approach may need to be performed, for example, by reviewing data such as cost of delivery, benefits expected, resources required, risks envisaged, or some other combination based on key project or programme data.
By the end of the workshop, the participants will have:
- Gained practical guidance about how to manage across the portfolio lifecycle.
- Considered the various parameters in order to define the scope of the portfolio office for their organisation and then establish the Portfolio Office.
- Understood some of the issues involved when analysing a portfolio of projects and programmes by looking at some examples of portfolio management in action using a novel approach to scoring, ranking and the presentation of results.
- Shared experiences of portfolio management and identified good and poor practices.
- Learned what some organisations have gained by adopting this approach.

Our P3M3 training workshop is our most popular workshop. The workshop has been developed jointly between Outperform and Aspire, widely recognised as the two leading organisations in conducting P3M3 assessments (Outperform has a range of P3M3 assessment services including an on-line P3M3 questionnaire and Aspire’s Rod Sowden was the lead author of P3M3 v2). It is available as an on-site event and as part of our public workshop schedule. The next public P3M3 training workshop is on 11th May in London.
The purpose of the P3M3 Training Workshop is to show how to use the Office of Government Commerce’s Portfolio, Programme and Project Management Maturity Model (P3M3) to improve organisational performance. By the end of the event the delegates will:
- Understand the background and purpose of maturity modelling.
- Be able to explain the five levels of maturity and how the P3M3 model is constructed.
- Be able to undertake a P3M3 self-assessment using the check-lists provided.
- Understand how the output of the maturity model relates to the 4-step framework for process improvement.
- Be able to formulate a prioritised improvement roadmap from the results of the self assessment.
- Understand the APMG assessment process and certification benefits.
- Know the benefits of using a maturity model.
People who attend the workshop can apply for an optional qualification as an Internal PPPM Assessor (subject to additional fees).
